Tie-rod ends on '90 Lesabre

My '90 LeSabre RF wheel moves easily from side to side and emits a loose or clunk noise when I hit bumps. I believe that the ball joint is o.k. since I couldn't get any move up or down pertaining to the recommended tests methods, but found this ,what I believe way too loose for the tie-rod end.

Is there a surefire way of testing this? The LF seems tight all around. Is there a possibility that the inner tie -rod could be bad also? Or is it more common for the outer to go? Just looking for some advice from others who may have been down this path.
