Locking Steering Column 1996 Sentra

My steering column does not lock when I turn off the car and remove the key. Should it lock?? I do not remember. At times, when I go to start the car, I have to use two hands to turn the key hard enough for it to actually engage the starter. The starter itself is new. Does anyone think I might need a new ignition switch, and how much should I expect to pay for that? Thanks.
