when i turn my car there is a strange, fairly loud screeching-kinda noise. usually while this is happening the car feels like one without power steering. the noise happens whether the car is moving or not but only when it is started. i think it is the power steering cable but i'm not really sure. assuming it IS the power steering cable, does anyone know if i would be able to fix it? or how much it would cost to have it fixed?

It may be the power steering belt itself

ya i had the same problem also and i just added some fluid and everything was ok but ya make sure your belt is looking ok too. And ya if you have good automotive skill you will be able to do it yourself. Definately cheaer to do it your self too.

I am with Stealthee on this one, I think it is probably the belt slipping which in turn is making a loud screeching sound.

If it's the belt, you can do it yourself. It's very simple.
All you do is take off the drivers wheel, plastic guard, loosen a tensioner, and use a 1/2" breaker bar to push a lever type thing down.
