P1128 Code Suggestions/Outter Door Handle Broken

Have a few questions about my 2000 Passat, I am getting a P1128 Code but not sure what is the actuall problem any suggestions. Also my front passenger door will not open from the outside, but will from the inside I ve taken the inside door panel off and tried taking the inner panel off but cant get it off. I can see where the outter lever has slipped out of place but dont know how to reattach it. If you have any suggestions I would appreciate it.
