95 won't start

I'm working on a friends car and I can't figure it out. When you turn the key everything comes on (lights, gauges, radio), but the car won't turn over. I thought it was the starter, so i jumped the starter out and it turned over just fine but it still wouldn't crank up. I've talked to a few people and they told me it might be something doing with the security on it. Any ideas? Thanks

Are the coil sparking? Could be a bad ICM. When you turn the key over can you here the fuel pump. You mayalso want to post the mileage for the guys who know more info about these cars so they can steer you in the right direction.
