1999 LHS fuel pump

I have a 99 lhs that needs a fuel filter. I need to know if there is an access panel to get to it, or do I have to drop the tank in order to get to it?

The fuel filter that that year is in the fuel tank. Had it been an earlier model, it would be in front of the rear passenger tire.

To get to the filter/pump, open trunk, remove stuff, remove floor rugs and open access panel.
