Need help with 1997 Blazer

PLEASE HELP ME!!! My 1997 Chevy Blazer has two big problems and I need help to figure out what to do.
  1. The blinkers and passing lights don't work at all, and m windshield wipers are only working when they want to. I replaced the wiper motor and the still don't work so I think it is either the whole turn signal switch of something with the circuits. I need to know what is wrong and how to fix it.
  2. "Service engine soon" light is on, when I used the OBD2 reader it give me the code PO440 which is the Evaporative Emissions System. What is it where is it and how do I fix it?

The wiper pulse board is bad(known problem for 95-2000 GMs). Most parts stores carry it, around $35.00. It's bolted to the bottom (underside) of the wiper motor.

The P0440 could be as simple as a bad fuel cap, or a plugged/broken tube to the charcoal cannister (by the left rear wheel inside the wheel well).

Check your fuse block for the directional Lights, Fuse #4 I think. Or may be #20.

There are wires that run under the carpet on the drivers side that sometimes break. I found this problem twice. It could also be the ignition switch.
