1995 signal flasher

Where is the location of the turn signal flasher in a 95 roadmaster. after replacing all of the light bulbs in the car, now the turn signals dont flash.

the manual shows a flasher location in the dash fuse block, but its just a fuse, and its good.. so i cant figure out why the signals dont flash and the reverse lights dont light up.

just incase anyone else has this problem

its under the drivers side kick panel where the fuse box should be on a normal car.
