Question

Brake Problem

The brake pedal on my 91 Town Car fails to return on it's own at times. After searching the net I understand Crown Vics had the same problem. Ford issued a service bulletin # 92-19-2. Is there a way can look up this bulletin on the net or does anyone know what the fix is for this problem? thanks
