2003 Neon SE air issue

This just started today, and I'm not sure if its a problem, at least not yet. IF I turn on the vent or AC, I hear what sounds like a small fan start up that sounds like its surging and hitting either a wall or a flap or something. It doesnt speed up if I accelerate, only if I turn the AC higher, and it turns off when the AC/vent is off. AC still works fine, as does the vent, but the sound is a little annoying. It sounds like its coming from the far right passenger vent, and the sound cannot be heard under the hood hardly at all when the car is running, only inside the passenger compartment. It almost sounds like something fell into the vent and is being hit by the fan. Any thoughts? Can I get in there without too much hassle?
