It would help to post the year Century.

In most cases a bad multifunction switch (stalk).

well the year is 2001. after little investigation, took it to local GM dealer.

$342 later i was told that the two wires were corroded/sprayed over and/or cut in the wiring harness. tech spliced them in .75 hours but i got dinged for two hours diagnostic @ $100/hour.

since i just got this car it is likely that this car was in an accident since some wires were 'sprayed over'.
