'04 Dodge Ram Cruise Control Inop.

Hi; I have a '04 Ram 1500 w/5.7. The cruise won't turn on when the ambient temp is below 65F. I replaced both of the steering wheel mounted switches, tested the BOO switch. No DTCs. This system doesn't use a servo. In the mornings, it won't turn on. After driving just a few miles, and the engine compartment has time to warm after shutdown, the cruise will work the rest of the day. An extended drive (cold and rainy) it will not come on until after shut-down and the engine compartment has time to warm. At first, I thought it was the inside cab temp, but have ruled that out.
