94 pickup torque converter question

I have 94 toyota pickup, I have just replaced the engine, when finished, to my suprise the engine ran fine but the tranny didn't pull. The fluid was full and all the plugs were connected. I suspect the torque converter wasn't fully enguaged in the tranny. This is my first toyota, I have heard that the torque converter is suposed to seat 3 times (while turning of coarse) before it is fully enguaged to the tranny, is this true? How hard should the converter be to turn? Should the output shaft turn when it is fully enguaged in the tranny? Any help would be greatly appreciated, I don't mind learning the hard way, it makes it easier to remember the result the next time around, but I really don't want to have to do this 3 times in a row.
