problem with vr berlina cruise control and climate control

hi i was just wondering if anyone has any idea how to fix cruise control, since i have had it it has never turned on, and as for my climate control it turns on and off as it pleases while i am driving and i also had to take the blower fuse out to stop the fan because it wouldnt turn off after i had stopped the car any suggestions would be helpful thanks.
