Fuel Problems??

hey i been researching a problem that i have on my car. its kinda similar to "moaltar" problem but not quite. i can get my car to start and drive but the only problem is that i have to press on the gas pedal slowly otherwise if i just floor it, it will start making a weird noise from the intake and then it turns off.

i have changed the cap and rotor, and the fuel filter. i know i have a clogged fuel line because everytime i fill up on gas, when i take out the pump the gas just starts pouring out from the tank.
could the clogged lines be the reason why my car is acting like that??
