egr flow insufficient-Achieva

I have replaced a vaccum line and the egr valve and I keep getting the same trouble code any ideas

Check to make sure the passageway from the EGR to the intake manifold isn't blocked by carbon buildup. Take the EGR off and look into the passage. Even if you don't see the carbon it may be there. Take a thin wire and push it back and forth into the passage and try to break up the gunk. You might then be able to get enough flow to solve the problem.
