Problem with the fuel gauge...

I got my license a few months ago, and just got a '94 Ranger off my grandpa. The fuel gauge has been broken for a few years now. My grandpa learned to tell how much gas he had by the mileage, but I can't really do it. So I'm wanting to fix the fuel gauge.

I've been reading around and can't tell if it's the actual gauge or the float. It's stuck on E. What's the easiest way to determine which one it is?

If it's the float I was thinking of just buying a whole new fuel pump. Any ideas how much one would cost, and a good place to get one? Also would installing a fuel pump be hard for someone who's never worked on a car? If it's just the gauge, how much would a new one cost, and would that be hard to install?

P.S. It also needs new tires, and I just want to know what brand ya'll recommend.... And thanks in Advance...

If the 94 is anywhere similar to a 99 which has a saddle tank, you will have to drop the tank to get to the fuel pump/gauge sender. For a vehicle that old, you might as well replace the whole unit. I work part time for Pep Boys and I believe they carry a replacement unit made by Borg Warner. You may be able to get on their website and check the price.
