Passenger Side Mirror Control

I just purchased a 1998 Olds 88 and do not have the manual for it yet. Can you tell me where the control for the passenger side mirror is located?

I have tried to move it manually but it turns hard, hard enough for me to suspect that it has an inside control somewhere.
