95 GT Convertible Cruise or Speed Control

Ok, I just bought a used '95 GT Convertible and have a few little things here and there. One is the cruise control. I know it is called Speed control and I have checked all the fuses, I have a working horn (have to push hard and at the bottom of the wheel to make it work), vaccum line is connected and as far as I know all brake lights are working. But the Cruise won't turn on and work. What else should I check? I found that the module is under the drivers side fender. How odd of a place to put it. Not a huge deal to work or not, but it has it and would love to have the car in original shape as best I can!
