2001 electrical issue

2001 monte carlo SS, when i start the car it runs fine but typicaly the driver information center will not power up which also prevents me from using cruise control or temperature control center, no blower motor either no rear window defogger. after a few minutes of driving the power will turn on then i can use my cruise or temp controls. the radio works fine the dash is proerly illuminated and works the whole time. what relay powers this?
