98 Intrepid Grinding noise

Today I was driving my car and noticed if I was not accelerating or braking there would be this grinding noise. It almost sounds like the tire maybe grinding up against something but it goes away on braking and accelerating so it may also be a brake issue. Any thoughts anyone?

Possibly wheel bearing. I would check brakes and wheel bearings. Do you use your emergency brake, the shoes for the emergency brakes are not visible unless you remove the rear brake rotors.

I rarely use my emergency brake due to the face i live in saskatchewan hah. There are few hills here.
