where is the fuse for the cooling fan?

Help!98 beetle has been overheating,changed thermostate,and upper hose,now the cooling fan want kick in.

Your fuse box is is to the left of the the instrument cluster at the side panel. Or if you open your driverside door it's right of the door henges towards your instrument cluster. Use the key to open the small door and you will see the fuses and diagram. If it's a a/c fan relay switch you have to remove the whole black cover. Take a flathead screw driver to remove the cover.
