Cheap performance parts?

Got a 98' civilian vic' and it's not exactly a top performer at the moment. I don't have a lot of cash to spend so I can't go out and get a supercharger to bolt on or anything like that. I was thinking about throwing a cone on it but they don't seem to offer much other than a growl plus it sucks in all the hot air from the engine with it. I do have two glasspacks sitting around that I''m debating throwing on. Any ideas?

Headers & Glass packs would probably be your cheapest HP increase. The 'cone' would help, but you need to get COOL air to it. Many part stores (A/Z, OReilly, NAPA) are now carrying parts to make your own cool air system; it's just a matter of finding an air source to feed it.
You can also re-flash the chip, a bit more pricey, but you usually have the options of several performance settings and/or going back to stock when you aren't in a hurry. Good luck!
