Does the noise change with MPH or engine rpm?

Re: 99 jimmy wineing noise

Is it louder when you turn the steering wheel? If so, your power steering pump could be low on fluid.

Re: 99 jimmy wineing noise

Wheel speed related.
Going at steady speed 35-46 MPH down the raod turn you steering a little left or right.
If noise changes when turn wheel a little.
Check you front wheel bearings.

Spin wheels with front end raised up and listen for wheel bearing noise.
How is the tire thread?
Some tires have more road noise than others.
Good Luck
