What engine is a cheap swap with potential

Best I can think is a CRV B20 with low miles and a gsr transmission Ecu will be the crv and plan to put a B16 VTEC head later on to make Type-R power with more TQ I don't know how high a b20 can rev safely if its turned VTEC later. A stock B16 is kind of weak for the money. Are they any OBD1 car to OBD2 engine issues

The 92-95 D's are over 13 years old and most cars that old have over 120k im not that interested in a rebuild, but have you guys rebuilt a D'series with 175k to begin with how will it come out how much would that cost.
