94 Cutlass Supreme "Low Coolant" Light Stays ON

The "low coolant" light stays on, even when the coolant is topped off. Doesn't overheat or anything.

She just had a low mileage engine swapped in, and it was doing the same thing before the engine swap.

What could it be?

Sensor for coolant level is bad or sludged up.
