Fan problem

I have a BMW 328i 1999/2000, the fan works at full speed at all time the car is on. Anyone knows what the problem may be? Thanks! yes its the engine fan.

Tell us which fan, engine or heating and cooling, if engine electrical I would suspect the two speed coolant temperature sensor located in side of the radiator.
