no horn

I can't seem to get the horn to work on a 1984 camaro z28. It's a dual horn system. If I touch the wire in the steering wheel to a ground I get a click in the dash but no horn. There doesn't seem to be a fuse labeled "horn" in the fuse box. Where is one? Someone told me to hardwire to the battery. I put a wire from the connecter on the horn and one on the positive of the battery. I had it sitting on the metal cross frame. No Horn!! Suggestion?
