01 Stratus Doesnt Start After Driving

My dad just bought a 01 Stratus and when the motor is cool the car will start but sort of hesitate like it winding up. After driving it for a while and turning it off the car will not start. He tried to jump it but it didnt work. Then he let it cool off and it started up. The previous owner had it sitting for a while and he also said that it burns oil. Any help would be great. The car has the 2.7 Magnum with 115k miles.

Also white smoke comes out of the exhaust when taking off from a light.
