1996 Eclipse Blowing Engine Fuse

I was driving into my apartment today, and my car turned off on me. I tried to turn it back on, and it turned over, but wouldn't start up. I checked the fuses, and my engine fuse was blown. It calls for a 30 and I had a 40 in there. I'm assuming the last mechanic who worked on it and told me there was a blown fuse put that size in there.. I had a spare 40 in my car, brand new, right out of the package. I made sure it was good, and put it into my car.. I tried to start the car. Turns over, but does not start. I go to check the fuse. The brand new one is blown as well. So I thought I might need to put a 30 in there. I took one from my "power window" slot, because I don't have power windows.. I tried to start my car. That one gets blown too.

And that's just today. I have had problems with the car starting up. Never when I first get in it for the day. But if I drive it around town, then stop somewhere, and it's super hot outside, my car won't start back up. I turn the key and it doesn't even turn over. I just hear the slight hum of the fuel pump. I let it sit for anywhere from 5min to an hour, and it will start up, and run just fine. Never does it when it is cool outside.

Can anyone help me out? I am getting so frustrated with this car, I am about to sell it. Thanks!
