right rear turn signal out

Grandma home alone. My 2002 cavalier right rear turn signal went out. This was just after I got a new battery. I replaced the bulb. It didn't look like it needed to be replaced. There was some dark yellow looking stuff in the socket. Replacing the bulb did not fix the problem. Help

It sounds like either a blown fuse or a short somewhere.
