01 Venture AC Not Cold - HELP

I have an 01 Venture with rear air. Our ac blows cold while driving, but very hot at idle. Took it to our shop, and tech said freon was at 40psi at 1500 rpm and cooling fine. Of course it was tested inside the garage and not in the desert heat. My fans come on about 15-30 seconds after AC is turned on. Both fans start in low speed. Driver side fan kicks in to high speed after about 20-30 seconds more. Maybe a minute later passenger side kicks into high speed but seems slower than driver side fan. We did not check rear air components. At 1500 rpms AC was blowing 52 degrees at 100 degree ambient temp. At idle, ac blows at 85 degrees at 100 degree ambient temp. Rear air blows about 5 degrees colder than front air. The problem is that everyone keeps telling me they can't find a problem. They say 85 is still not bad. We have a baby and 80 air is way too hot for him. Please give me some direction. Can I wire my fans to both run on a higher speed? upgrade fans? Hard wire for constant run? P.S. My condensor fins are all ok and no debree in condenser or radiator. Thanks

Check out www dot aircondition dot com.
Theres tons of information on there about trouble shooting ac systems.

Im sure with some troubleshooting following the guide there you will find a faulty compressor of a plugged orifice tube.

The main thing is to either find the root cause yourself or keep looking to find a shop that will troubleshoot it properly and not just throw parts at it. AC systems will get expensive fast and just replacing this or that may not do anything at all except cost more money.
