Headlight Mystery

This regards the passenger side headlight on a 1.8 Turbo Beetle (2000). I cannot get the headlight to work on this side. The drivers side is perfect. I have checked the bulbs and they are both good. I thought it might be a bad ground so I ran a ground from the headlight bulb ground to the negative of the battery. The #39 fuse is good. I get 13 volts at the socket plug in on the wiring side vs headlight side for the low beam but no voltage for the high side. I have spend 5 hours looking for the problem and I am out of ideas. Suggestions??

the low beam and high beam headlamps get power from 2 separate circuits, so they have their own separate fuse. I think its fuses 17 and 18 and like 21 and 22 or something like that, but its the last 2 columns of mini fuses on the right side on the fuse panel.

Hey I had the same problem and I checked everything! In the end it turned out to be the ignition switch connection on the steering column. I know it sounds weird but check the connection at the switch and you will find both pins fried. Take an ohm meter and check to see if you ignition switch is still good as mine was. I modified the connections so that it would not be so flimsy. I will post pictures later---good luck

the harness inside the headlamp fails alot. Check the wires and see if they are black or burned. new harness is about 40.00 i think
