Help Major Electrical Issues Wont Start I Need Help Asap! Ahhh

OK S-10 FORUM.
I NEED WITS AND BRAINS FOR THIS ONE.
I HAVE A 98 2.2 4CYL 5 SPEED CHEVY S-10.
BOUGHT IT A FEW WEEK AGO.
WHEN I WHEN TO BUY IT I THOUGHT IT WAS JUST A DEAD BATTERY.
IT WAS A FLUKE IT STARTED SO I BOUGHT IT.
HERE IS MY "PROBLEM"

WHEN I PUT THE KEY IN AND TURN IT ONE CLICK I GET THE AIRBAG AND SERVICE ENGINE SOON LIGHT.
WHEN I TURN IT THE REST OF THE WAY RIGHT BEFORE START I GET NOTHING. I SHOULD BE GETTING THE REST OF MY DASH CLUSTER LIGHTS AND MY FUEL PUMP. WIPERS WORK, RADIO, BLOWERS, SIGNALS, ETC..

JUST MISSING THE IMPORTANT STUFF.....
WHEN I TAKE OUT THE KEY THE AIRBAG LIGHT AND SERVICE ENGINE SOON LIGHT STAY ON.... AND GET THIS. THE HDLP PWR FUSE ON THE MAIN FUSE BLOCK HUMS FOR ABOUT 30 SECONDS AND THE HEADLIGHTS AND TAILIGHTS STAY ON UNTIL THE FUSE IS DONE BUZZING???

I SHOULD HAVE NO VOLTAGE AFTER I TAKE THE KEY OUT.
PUT A NEW BATTERY IN AND CHANGED THE IGNITION SWITCH.

WHAT ELECTRICAL GHOST DO I HAVE????

Get a good volt/ohm meter and wiring diagram of power feeds and grounds and check all voltage in and out of everything.
Might want to start with ign switch and fuse box.
Also look the wiring over for damage.
Good Luck
