Whining noise when A/C is turned off

I just installed a new water pump. Now I hear this high pitch whining noise that increases as the engine's RPM's increase. The only way I can stop the noise is by turning my A/C ON (engaging the air compressor). Now I have heard such noise in the past and I had to replace my power steering pump. Now I need assistant troubleshooting this one. A lot of water was spilled on the pulley/clutch of the a/c compressor when I removed the water pump, could this play a factor?
