1994 Roadmaster Surging

Hello to All!

I have a '94 RM that is surging at all speeds, it even does it at complete stops. It does not do it when in park. We have tried turning off the a/c - it didn't change the way its acting. For the first 5 or so min. its fine, then the surging\hesitation starts. It doesn't matter if I am going downhill, uphill or flat. I have noticed that it does get worse the warmer the weather is, but that could be a coincidence. It has around 120,000 on it and it does have the vette engine in it. We've never had this problem before. The waterpump was changed last summer - that was the only major problem we've had before now. Any ideas?
