Replacing Leganza Turn Signal

I am trying to replace the turn signal for 2001 Leganza and I'm struggling removing the top steering column cover. I've removed the two screws and lowered the steering wheel for easier access however it still seems like it is impossible to remove the cover.

Is it possible to remove the top steering column cover without removing the steering wheel or instrument trim? Any tips would be greatly appreciated.

Done. Just got to tilt down the steering wheel and force out the cover.
