1990 300 SEL Help!!!!!!

I currently have 2 big problems with my car. #1, the control panel for the climate control went dead. The fan, heat, air, nothing works now and it seems like it is stuck on heat cause it does get very hot in the vehicle unless the windows are all down. It does not seem to be a fuse, is there a relay for the control panel? And, if there is where is it??

#2 The motor is a 3 liter. This issue seems to happen when the engine is warmed up and not when it is cold. Most of the time when you press the gas pedal to get up any speed, the car just has no power and bawgs, when you feather the pedal, you can sometimes find the power to kick in and act normal, but most of the time when you push the pedal it almost seems to start to slow unless you push the pedal to the floor, but even then it barely starts to speed up. (not like it would when there is no problem) Now, if you get going to any certain speed and use the cruise control it seems to have the right pickup and power. Last year I put in new plugs, wires, changed the air filter. Ask if you need more info please just ask, I would like to fix these issues myself if possible, any help would be very welcomed. If you can point me in the direction to find the answers, I can follow direction great. Thanks in advance, Ron
