95 3.3L PCV question

Working a friends 95 Voyager 3.3L engine 200,000 miles. There is a loud vibrating vaccum noise at the rubber elbow connector from intake to PCV.
I have replaced the PCV and checked the hose and pipe going to valve cover to make sure of any possible blockages by squirting brake cleaner thru both pipe and hose. The hose looks like it may have a crack in it by the pipe where the hose clamp holds hose onto pipe. (Stores were closed so I could not get a new one.) The rubber elbow connector was replaced within the last year but when this noise is made the connector is collapsing. I am wondering if possibly the pipe into valve cover has collapsing somewhat causing the problem.

Forgot to mention that when engine is cold you have to step accelerator to the floor for it to start like it is flooding. It has been doing this for a while but have not checked the throttle body yet for carbon.

Any ideas appreciated.
