I am dying to know how to remove the govenor on my 1992 Honda civic. I cant stand the limit of RPMS. If anyone could help me out on this subject I would really appreciate it :-) Thanks

What is it limited to? I don't think I would be messing with the rev limiter. It was put there to keep you from blowing your engine. If somehow it is excessively low I could understand but you shouldnt be taking it past redline a whole lot.
But in reference to the question I imagine it is probably electronic, but I don't know for sure.

Send your ECU out or get a meter to get rid of the limiter. Field VTEC controller has it in there or Apexi makes a meter to do it.

Get a chipped ecu.

I really don't recommend removing the rev limiter especially on the SOHC engine. There's a reason for that, and going any higher than what OEM is you will not find much more power unless you reinfornce the internals of your engine to handle higher revs. Unless you don't mind an exploding engine
