1992 electrical issue??

last night my PA start acting weird. It will start and run, and everything except what's listed below acts normal.

None of my courtesy lights will come on unless I use the switch. My power locks don't work; nothing happens with I hit the buttons or shift into gear. The security light that flashes when a door is open isn't doing its thing.

Every time I turn the key on, the horn will blast and the headlights will come on for about three or four seconds.

I checked all the fuses in all three locations and all were good. But I noticed something strange. When I pulled fuse # 11 from the I/P fuse panel, the courtesy lamps flashed about 8-10 times (I didn't count, maybe I should?); then they stay on until I close the door (like normal). When I pushed the lock or unlock button, I hear a relay click and the interior light go off until I release the button.

Anyone have any idea what to do about this?

Update:

If I close all the doors before I turn the key on, the horn and lights don't come on.

I also unplugged the Remote Accessory control module and the lights/horn also stopped then, but I don't think it's the module that is the problem.
