Power steering only works at higher rpms

I have a 2001 rodeo 3.2. I have no power steering at idle-approx 800rpms. If I raise the rpms to 1500 or higher, I have power steering--this is no good for parking. I have flushed the fluid and the belt is fine. Is this a sign of the pump going out?

Its possible some junk has gotten into the bypass valve and is holding it open a bit. Had that happen to mine. I had to pull the valve out and clean all the gunk out of it.

better change your steer equipment.
