94 civic LX does not start

A 94 Civic LX has been sitting for over 3 years. It does not start after charging battery. Can I add some additive to the gas to make it good as I think it might not start due to very old gas?

Also, I pulled the plugs and 3 of them had oil around the plug but not on the end ; which might indicate oil was getting in through the spark plug seal?
