Always check the tank gauge ground. And find the gas tank wiring plugin and unplug it and see if gauge moves. Does it change unpluged? Then take a bulb type test light and touch the wire from fuel gauge to tank. It should come on dim and gas gauge should move on way or the other. Does it? MT
