95 Cavalier Horn Problem

I have read through the various threads here and with the horn problem I'm experiencing I feel like this icon.

I have a 95' Cavalier, where the horn has stopped working. I've gone through various test scenarios so I'm looking for advice at this point. Here is what I have done:

1) Checked the 15A Fuse to verify it is good.

2) Replaced the horn relay. Neither the old relay, nor the new one can be heard energizing when the steering wheel horn is pushed.

3) Checked the voltage at the horn relay socket, across terminals R and S with a volt meter while actuating the steering wheel horn switch. I have verified that when the switch is activated I'm getting approximately 11 volts.

4) Removed the old horn from behind the splash shield in front of the passenger side wheel well/bumper area. The horn was rusted. Checked with a seperate battery - yep its bad. Verified that the new replacement horn worked before installation with a seperate power source.

5) Connected a volt meter to the two wires at the horn end by the bumper. Actuated the steering wheel horn button with the relay in place. No voltage appears at the terminals where the horn connects.

6) Removed the horn relay, applied a shorting jumper between socket terminals R and T (that is, from the fused supply input to the horn output contact path). Checked for voltage at the terminals where the horn connects. No voltage appears.

7) Left the above jumper in place, left the + lead connected to the volt meter, moved the ground (-) meter prob to touch the car battery ground (-) post directly. Meter still reads no voltage.

I know the horn itself is bad, but what is puzzling is why neither relay is energizing when the proper voltage appears to be at the connector.

check for bad grounds, broken/corroded wires and or connection, get wiring diagram and trice the wire from the switch to the relay. If you are getting power at the switch but not at the relay it must be inbetween the two somewhere. Good luck!
