dvom reads 41 milliamp draw

my 96 winny shows a 41 milliamp draw which causes my 5 yr old battery to be down to 50% of power after 5 days. Pulled fuse 19 gem/electronic cluster.
Now draws 0.00 amp draw. Great, cars starts up fine now my courtesy lamps are out inside the vehicle. Any ideas ? all lamps are working , analog gauges
