Angry 1991 Cavalier RS Lower control arm broke

Yesterday while pulling out from a red light making a right turn, I heard a thunk... ddidnt think much of it, went my merry way to the grocery store to get the food and stuff. Noticed that the car now pulled to the right when braking so I babied it back home, let things cool down a little and then raised the car up and took off the RS front wheel... and was not happy. the upper section of the lower control arm, rear portion was sticking up, sheared off clean and the bottom section was also sheared clean and hanging there...

I am on a VERY limited fixed income... am I now Carless because i cant afford the several hundred dollars it will cost to have a mechanic RR the lower control arm or is this something that can be cheaply welded back into place?
