99 Rodeo- Front License plate installation

Hello,
I wonder if anyone can help me with where on the front bumper to install the license plate on a 99 Rodeo. I got this vehicle recently, and it did not have any holes drilled on the bumper to install the plate. I tried driling a hole on where it looks like the plate would typically go, but ran into metal behind the plastic.
Any help will be appreciated. It is required by state law in Texas to have a front plate, and I am trying to avoid traffic tickets.

Re: 99 Rodeo- Front License plate installation

Mine is just screwed into the plastic of the bumper cover. No real factory mounting holes on them.
