It's the DMV who hands licenses to some dumb drivers who hit us, they should'nt get liocences if they can't drive. It's the stupid drivers fault that the speed limit in California higways is 35, so the dumb drivers (appointed by the DMV) drive slow and don't crash, if the road was full of some racers or at least the good drivers, the speed limit would be higer, that's why theres no speed limit in the carpool lane of the German freeway.
