Another IMRC quandry (scratch head)

My sons 96 Windstar had been sitting for about 4 years and he needs to get it back on the road. The car failed CA smog with a P1516 (bank 1 IMRC). A quick synopsis: Pulled vacuum on both Actuators-butter fly full closed at 5" vaccum and held. Started engine and pulled each vacuum line-IMRC went to open and there is vacuum at the connection. Check incoming power - both at 11.86Vdc (Red & blk) switch wire at .970 to 986 mVdc with ignition on. Disconnected the battery for 10 or 15 minutes. Re-connected and checked for codes again. Still P1516. Both actuators seem to function as they are supposed to. I swapped connetors, cleared the codes, started the engine and - - - no SES! Drove the car about 8 or so miles (1 1/2 miles of freeway included) 3100 RPM for a minute or less. Still no light. Pulled into the driveway, shut off engine and started it again. NOW the light is on. Comes on every time the engine is started. With the wires swapped, the code is still P1516 and now there are P0171 and P0174 (left and right bank lean) as well.
In my mind, however feable, this all leading to a replacement of the PCM.
He is on a limited (as in NO) budget so we can't throw money at the car and hope something sticks. I am hoping that one of the members has a better idea. We need to try to get the car back on the road today if possible, so a rapid fix would sure help.

My guess is that the PCM is fine.....
Now....If the vehicle has NOT been run in a while......check to make sure that the battery is in tip top shape...and that ALL positive and negative connections are cleaned and secure.
A problem with the supply voltage is going to give you all sorts of problems as all the electronics relies upon a good voltage source.

I am also wondering if the electrical portion of the IMRC actuators is good....maybe you will get lucky and have that straighten out with some use......rubbing some of the oxidation off of the contacts inside the sensor part of the actuators.

I would also add a can of Berryman's B-12 Chemtool (metal can) to the gasoline tank.....as sitting around will have given you some varnish deposits.......at the very least.
Fresh gasoline is also needed.
I would put a can in each of the next 2-3 tanks of gasoline (including the first tank you run).
